Human Resources & Administration Manager

Location: Guam (On-site)
Reports To: Program Manager (DoDEA Guam STS Contract)

Position Overview

Roy Group International LLC is seeking a highly skilled Human Resources & Administration Manager to oversee HR operations and administrative support for the DoDEA Guam Student Transportation Services (STS) program. This role will directly manage HR and administrative functions for approximately 70 employees while ensuring compliance with federal regulations, Guam labor laws, and collective bargaining agreements (CBA).

The HR/Admin Manager will report directly to the Program Manager and play a key role in workforce management, compliance, and organizational growth under this multi-year DoD contract.

Roy Group International LLC seeks an experienced and proactive Human Resources & Administration Manager to lead all HR and administrative functions supporting the DoDEA Guam Student Transportation Services (STS)program. This role directly manages HR operations for a workforce of approximately 70 employees, ensuring full compliance with federal contracting requirementsGuam labor laws, and an active Collective Bargaining Agreement (CBA).

The HR/Admin Manager serves as a key advisor to the Program Manager and Alternate Program Manager(s), contributing to workforce planning, labor relations, and the overall performance of a high-visibility Department of Defense (DoD) contract.

Key Responsibilities

1. Talent Acquisition & Workforce Management

  • Lead recruitment, onboarding, and workforce planning to support operational requirements.
  • Coordinate with Alternate Program Managers and Dispatch teams to ensure staffing aligns with contract deliverables.
  • Maintain updated personnel records, certifications, and security clearance documentation.

Lead full-cycle recruitment, onboarding, and workforce planning aligned with operational requirements.
Collaborate with Dispatch and Operations leadership to maintain adequate staffing levels in accordance with contract service schedules.
Maintain complete, secure, and up-to-date employee records, including certifications, credentials, and security access (e.g., DBIDS, CAC cards)

 

2. Employee Relations & CBA Compliance

  • Administer and interpret the Collective Bargaining Agreement (CBA), ensuring consistent and fair application.
  • Manage employee relations, grievances, and conflict resolution in accordance with the CBA and company policy.
  • Provide guidance to leadership on labor relations and compliance issues.
  • Interpret and enforce the Collective Bargaining Agreement (CBA) with consistency and fairness.
  • Manage employee relations matters, including grievance resolution, investigations, and disciplinary actions.
  • Advise leadership on labor relations strategy, employee conduct, and risk mitigation.

3. Compliance & Reporting

  • Ensure compliance with FAR/DFARS, DoDEA requirements, U.S. labor laws, and Guam-specific employment regulations.
  • Oversee payroll and timekeeping systems, ensuring accuracy and alignment with wage determinations and benefits requirements.
  • Support government audits, inspections, and reporting deliverables as required.

4. Training & Development

  • Coordinate required training for drivers, safety aides, and staff (safety, compliance, DBIDS, CAC cards, etc.).
  • Implement programs to improve employee engagement, retention, and leadership development.

5. Administration & Operations

  • Oversee administrative workflows including HRIS management, employee files, benefits coordination, and office support.
  • Coordinate with finance for budgeting HR and administrative costs.
  • Support Program Manager and executive leadership with reporting, analysis, and staffing forecasts.

Qualifications

Education:

  • Bachelor’s degree in human resources, Business Administration, or related field required.
  • SHRM-CP, PHR, or equivalent HR certification preferred.

Experience:

  • 7+ years of progressive HR experience, including at least 3 years in a management role.
  • Experience with collective bargaining agreements (CBA) required.
  • Government contracting (GovCon/DoD) HR experience strongly preferred.
  • Familiarity with Guam labor laws and workforce challenges highly desirable.

Skills & Attributes:

  • Strong knowledge of HR compliance, labor relations, and regulatory requirements.
  • Excellent interpersonal, negotiation, and conflict-resolution skills.
  • Proficiency in HRIS systems and Microsoft Office Suite.
  • Strong organizational and problem-solving abilities with a proactive, hands-on approach.

Key Performance Metrics

  • Compliance with CBA and labor laws with zero grievances upheld.
  • 90%+ employee retention rate on annual basis.
  • Audit readiness with no major findings in government or internal audits.
  • On-time onboarding of personnel to meet operational requirements.

Compensation & Benefits

  • Salary Range: $52,000 – $62,400 annually (commensurate with experience and qualifications).
