Summary Statement

This level manages engineering, planning, and/or technician operations at the division or department level.  This level is distinguished from previous levels by managing major programs through EPS Technician positions and/or contractual staff.  Employees act as staff advisor and expert to resolve the most complex issues and escalated problems and represent the State and department as Subject Matter Expert on national and regional committees.  A significant aspect of work at this level includes ensuring division or department engineering, planning, and/or surveying program, project, and operational needs and requirements are met through strategic planning and effective management of resources, budgets, grants, and/or contracts. This position is an essential status position will be assigned to project and work activities statewide. The selected candidate is required to work during severe weather, homeland security, emergencies, traffic incidents, and participation in planned and unplanned events.

As the Traffic Safety Temporary Traffic Program Manager, EPS Tech PM I, you will manage the program that inspections and monitors Temporary Traffic Controls (TTC) and Maintenance of Traffic (MOT) on the Delaware roadways. This will include supervising, evaluation, and overseeing of staff and the program to meet the goals for the Department and maintain safety for all modes of transportation in a planned and unplanned activity referencing the Delaware specifics of the Manual on Uniform Traffic Control Devices (MUTCD), Specifications, Details, Safety Hardware, AASHTO guidelines. This will also include Traffic Safety Training as it relates to Transportation Incident Management (TIM), TTC, and MOT. This position will work directly with multiple section, agencies, and stake holders during active TTC operations to maintain the Temporary Traffic Program.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Three years’ experience in interpreting the Manual on Uniform Traffic Control Devices (MUTCD) requirements.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.  
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying (EPS) Technician Program Manager I 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
 
  1. Five years’ experience in the Traffic Engineering Safety as described in the summary statement.
  2. Two years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.  
  3. One year of experience in contract management and control such as ensuring compliance with terms of contracts and negotiating changes to existing contracts.
  4. Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.

Conditions of Hire
