About the Position

This Position is ONLY Open to Montgomery County Government Employees:
- Current Montgomery County Government employees;
- Montgomery County employee who was affected by a reduction-in-force and currently has RIF priority rights;
- Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP); or
- Active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.
Please Note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 – $134,086 based on the candidate’s qualifications and experience.
WHO WE AREThe Montgomery County Police Department (MCPD) is made up of approximately 1,300 sworn officers and approximately 650 support personnel. The Police Department was established in 1922 and today is responsible for providing service to a County with a population of over one million people.
WHO WE ARE LOOKING FOR
We are looking for an individual that has knowledge of the operations, rules, regulations and procedures related to a law enforcement agency and its operations, practices, and information management systems and methods and techniques of fact finding, analysis, and resolution of problems. Experience instructing technical material, has substantial critical and creative thinking skills and is detail oriented. Can apply logic and sound judgment to all aspects of the job duties, self-manage time and complete competing tasks effectively and efficiently and effectively communicate orally and in writing to exchange and/or present information to law enforcement personnel. Is able to develop and recommend improvements in procedures from data studies and lessons learned, learn and operate emerging technologies/software related to job functions and establish and maintain effective working relationships with others. Can lead a team of resources performing NCIC Validation and ensure we are compliant with requirements.

What You’ll Be Doing
-
Employee will be the agency’s primary NCIC, LINX and Site security Coordinator and take charge of most duties related to LINX and NCIC accounts and training. This position will also be the Administrator/Coordinator for several other agency applications and server as the primary Site security Coordinator liaison to the State.
Duties include:
- Act as Primary Terminal Agency Coordinator (TAC)
- Subject matter expert in the rules, regulations, applications and operation of METERS/NCIC and the interfaced systems and ensure that the MCPD is in compliance with all rules, regulations and laws including access, dissemination and terminal security.
- Act as a liaison between METERS/NCIC and the MCPD and update any changes to agency information.
- Coordinate, oversee and maintain training records of agency terminal operators and other serviced agency practitioners.
- Coordinator for agency and Maryland State Police ORI inventory lists.
- Obtain and disable agency ORI terminal device identifiers as needed.
- Facilitate off-line search requests and responses.
- Coordinate, oversee and maintain agency terminal operator certification and recertification.
- Coordinate and oversee agency audits with the METERS/NCIC auditing staff and ensure agency preparedness.
- Maintain TAC certification with the State of Maryland.
- Follow policies regarding the distribution of the METER Reader.
- Instruct METERS/NCIC classes to department personnel.
- Act as Primary Site Security Coordinator
- Process CJIS applications and grants CJIS access to agency users and maintains required records.
- Ensure fingerprinting is completed for background investigations.
- Ensure users are eligible for scheduled CJIS training.
- Complete weekly and bi-annual Top Secret Security reports.
- Supervisor of NCIC Validations Team
- Oversees the work of employees conducting monthly NCIC validations as outlined by NCIC guidelines.
- Provides overall direction to the team and ongoing program development and evaluation, including hiring, prioritizing work, training and mentoring staff, providing feedback, conducting performance evaluations and recommending disciplinary actions.
- Act as Primary Law Enforcement Information Exchange (LInX) Administrator
- Subject matter expert in the rules, regulations and operation of LInX and ensure that agency users are in compliance.
- Create accounts for new users and reset passwords as needed.
- Ensures all users are adhering to initial and annual training requirements for ongoing access and maintaining all records.
- Completes required annual audit.
- Completes security audits on agency personnel on an as-needed basis.
- Acts as the N-Dex Agency Coordinator.
- Performs audits for the Administrative Office of the Courts (AOC) and Judicial Information Systems (JIS).
- Conduct written and oral briefings to Department staff.
- Performing other related duties as required.

Minimum Qualifications
-
Experience: Thorough five (5) years professional experience with NCIC, LINX, CJIS and Site Security.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Substitutions: An equivalent combination of education and experience may be substituted

Preferred Criteria, Interview Preferences

1. Advanced experience and significant skill with NCIC/METERS, specifically the management of its use and maintaining agency records.
2. Advanced experience managing programs and/or acting as an administrator for specific programs to include auditing and maintenance of records.
3. Advanced experience with significant skill in a variety of software tools such as MS Office Suite – Word, Excel, PowerPoint, etc., and Microsoft Power BI.
4. Experience supervising and/or mentoring lower-grade or entry level employees through review of work products or work procedures and serving as a manager when needed.
5. Experience instructing technical material to others to include following or developing syllabi, creating presentations, answering questions, administering tests and maintaining training records.
