JOB TITLE: HP Specialist Level 3 – CRAFT Program Manager (UFT) 

 

GOVERNMENT AGENCY & LOCATION: 

JBSA Randolph, TX 

 

POSITION TIMING: Immediate hire upon Contract Award and completion of all background and security investigations.  Candidates must be willing to sign a Letter of Intent for submission with their resume. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

The responsibilities include, but are not limited to: 

  • Responsible for overseeing program execution, ensuring unity of effort, and maintaining alignment across assigned CRAFT sites.  

  • Responsible for managing Undergraduate Flying Training (UFT) CRAFT sites and personnel responsible for managing Graduate Flying Training CRAFT sites. 

  • Manage supporting activities within their designated portfolio, provide professional, administrative, and technical oversight, and serve as a key liaison between Site Leads, Government stakeholders, and the AETC CRAFT Program Office.  

  • Responsible for coordinating with the Curriculum Coordinator, PASO, Domain Leads, and Data Team to ensure standardization and continuity across the CRAFT enterprise. 

  • Assist the AETC CRAFT Director in planning, scheduling, executing, and validating the effectiveness of flying training HP programs, ensuring alignment with the CRAFT syllabus, CRAFT CONOPs, and programmatic objectives. 

  • Coordinate with the AETC CRAFT Director for overall program direction and guidance, while maintaining close communication with functional leadership (e.g., database manager, domain leads, curriculum coordinator, data analysts, and PASO). 

  • Coordinate and execute AETC Program Office guidance and directives, ensuring Contractor site performance is compliant with the PWS and CRAFT program standards. 

  • Provide technical expertise and leadership in the implementation, update, and sustainment of HP program deliverables, while maintaining operational roles within their domain of expertise. 

  • Oversee and ensure the development and alignment of POAMs, Monthly Status Reports (MSRs), and data deliverables for assigned sites. Organize, analyze, and present statistical data related to program performance at least quarterly. 

  • Oversee contract performance and ensure successful execution of all contract requirements.  

  • Track performance using project management tools such as Microsoft Planner and maintain accountability through shared reporting with the CRAFT Program Office. 

  • Ensure site leads develop and maintain travel and equipment budgets; review travel coordination with the CRAFT Program Office and ensure compliance with the TARV process. 

  • Ensure all Contractor staff complete required onboarding and training, including domain-specific CRAFT Qualification Course. Maintain training records and documentation of HPO Inappropriate Relationships and Harassment Acknowledgement, CRAFT Program Familiarization, DoD/DISA Information Systems Policy acknowledgment, PII training, and Violence and Self-Harm Reporting Policy training, as outlined in the CRAFT CONOPs. 

  • Ensure continuity across assigned sites by maintaining and regularly updating the CRAFT continuity binder. 

  • Facilitate the transfer and communication of aircrew records between gaining and losing sites to ensure seamless delivery of services. 

  • Schedule and host monthly meetings with site leads and quarterly meetings with assigned sites. Ensure performance tracking, survey collection, education delivery, and data entry are performed in accordance with CRAFT guidance. 

  • Attend and assist in preparation as needed for CRAFT Program Office all-calls, leadership syncs, PASO reviews, distinguished visitor engagements, and annual summits as directed. 

  • Support and coordinate research efforts and assist in planning and executing site visits, onboarding events, and outreach for new or potential sites. 

 

QUALIFICATIONS: 

  • Secret clearance required. 

  • Minimum of seven (7) years’ experience providing Human Performance services (e.g., cognitive training, performance nutrition, strength and conditioning, physical therapy, or soft tissue therapy) to tactical aviation populations or high-performance DoD operational communities. 

  • 2+ years of leadership and management experience with efforts of similar size and complexity. 

 

EDUCATION: 

  • Master’s or Doctoral degree in a field related to Human Performance, such as Exercise Science, Kinesiology, Physiology, Biomechanics, or a related field. 

  • License and/or certification from a nationally recognized organization in a relevant HP discipline (e.g., NSCA, ACSM, NASM) demonstrating competency in Human Performance. 

  • Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training. 

  • Certificate or graduate degree in a field related to managing personnel and resources. CAPM or PMP cert preferred.
