Position: CTE Industry Partnership Program Manager

Reports to: Program Supervisor
Classification/Range: ADM 02
Schedule: 210 days per year, 8 hours per day
This position is funded through an annual federal grant. While continued employment is contingent upon renewal of grant funding, the role is expected to be ongoing as funding is typically renewed each year.
POSITION PURPOSE:
The Career and Technical Education Program Manager will lead efforts to connect local education systems with business and industry partners in East Multnomah County. This position focuses on creating and sustaining career-connected learning experiences that enhance student career readiness, align with workforce needs, and strengthen public-private partnerships. Housed at the Multnomah Education Service District, this role serves as a critical bridge between schools and employers, supporting the East County Career Readiness Collaborative. Regular and reliable attendance is essential to successfully fulfill this role’s duties and responsibilities.

This position is subject to board policies, administrative rules and procedures, department regulations, and applicable State and Federal statutes. This position carries specific administrative authority to affect the responsibilities of this job description. All commitments outside of authorized programs and services are subject to prior approval by the supervisor of this position.
ESSENTIAL JOB FUNCTIONS:
- Industry Partnership Development
- Build and maintain strong relationships with business and industry partners across the six major career sectors.
- Act as the primary liaison between business and educational institutions.
- Identify and coordinate work-based learning opportunities such as internships, job shadows, and industry tours.
- Career-Connected Learning Coordination
- Lead the planning and execution of career-connected learning events, such as career days, spotlight events, and informational interviews.
- Collaborate with educators, administrators, and career coordinators to design opportunities tailored to students’ needs and career interests.
- Work with the East County Career Ready Collaborative team to grow and sustain purposeful career learning experiences.
- Advisory Board Development
- Support the creation and ongoing development of Regional Advisory Boards for CTE Programs of Study.
- Collaborate with industry and educational partners to align curriculum and resources with workforce needs.
- Data Management and Reporting
- Co-lead the management and improvement of the ECCRC database, ensuring accurate data entry and enhanced user experience.
- Train school and district staff on database usage to maximize its impact on career-learning initiatives.
- Track and analyze data on partnerships, participation, and program outcomes to inform decision-making and demonstrate program value.
- Community and Stakeholder Engagement
- Represent education at business and community events while fostering collaboration between schools, businesses, and community organizations to enhance workforce readiness.
- Grant Writing and Resource Development
- Identify and apply for grants and funding opportunities to support career-connected learning initiatives and position sustainability.
- Collaborate with stakeholders to develop a long-term funding strategy for related programs.
- Program Administration and Support
- Develop and manage budgets for career-connected learning activities and initiatives.
- Provide support to educators in meeting CTE program requirements, including professional development, compliance, and resource alignment.
- Maintain flexibility to meet the scheduling needs of businesses hosting students for career experiences.
- Public Communication and Outreach
- Create materials, presentations, and reports to promote career-connected learning opportunities and program outcomes.
- Support in the development and management of webpages or online platforms showcasing career readiness initiatives.

DESIRED QUALIFICATIONS, SKILLS, ABILITIES:
- Bilingual or multilingual in Spanish, Vietnamese, Chinese, Russian, Somali
EDUCATION & EXPERIENCE:
- Bachelor’s degree in education, Education Administration, Public Administration, or a related field; or at least 3 years of professional experience in workforce development, career-connected learning, education, or a related field.
- Demonstrated success in building partnerships with diverse stakeholders, such as businesses, community organizations, and educational institutions.
- Experience in organizing or coordinating events, programs, or initiatives.
- Proficiency with Microsoft Office Suite, Google Workspace, and database management tools.
- Valid driver’s license and reliable transportation for travel within the region.
WORKING CONDITIONS:
Work is performed in a typical office environment subject to moderate noise. The person in this position can expect local travel to educational and industry partners. Work may be performed hybrid with the supervisor’s approval.
